The final state is:

`Public Release Certified` shall never be assigned automatically. It requires explicit human confirmation after the final production review.

## Control Rules

1. The certification record must identify a human certifier by role or name.
2. A partially completed checklist cannot produce `Public Release Certified`.
3. A failed or expired production check returns the release to the last evidence-supported status.
4. Certification does not erase earlier verification evidence, exceptions, or release records.
5. Any material post-certification change requires review proportional to its impact.

## Current Patch Result

The workflow and record structure are implemented. Certification itself remains pending because the required final human confirmation and complete production evidence have not yet been recorded.
